holiday recess. and president obama is in hawaii. let's go straight to cnn's emily schmidt in washington. good morning. so before he left the capitoal, he laid out this three-point plan to washington. >> before he left to hawaii, he left for a gift for lawmakers to ponder in washington. here are the three main points he's saying. he wants to make sure there's a law passed that ensures 98% of americans know their taxes are not going to go up in just under two weeks. he also wants to make sure that 2 million americans who would otherwise lose their unemployment benefits if we went over the fiscal cliff would be able to keep those benefits. and finally he says, look, we can take a look at the longer term proposals, the larger reform at a later point. just lay the ground work at this point. we also know before the president left, he talked by phone with house speaker john boehner. he met in person with harry reid, although what the private happened, we don't know. but publicly things sound a lot like they have for the past few weeks. take a listen. >> every member of congress beli

with us today. the president is pulling the plug on his trip to hawaii to tend to urgent matters in washington. with tax hikes looming in less than a week, he's scheduled to return to the white house tomorrow, just as a deadlocked congress reconvenes days ahead of the so-called fiscal cliff. you're just six days from feeling this. now, first hit is coming on january 1st when your take home pay will drop by 2% because of a scheduled hike in the social security payroll tax. that's just the start. income taxes are set to climb too. and you'll notice that when employer gets to around the adjusted withholding, the government spending cuts, those are also scheduled for january 1st and bound to slow the economy and some argue they'll weaken the military. congress has seen this coming, but an effort to limit the damage failed last week. republican house speaker john boehner could not persuade enough members of his party to let tax rates rise on incomes over a million dollars while sparing everyone else. dana bash is our senior congressional correspondent. dana, this time tomorrow, the presi

hawaii, 72 degrees there was the temperature on the ground. certainly warmer than it is in washington, certainly warmer than the political climate that president obama left behind here here in washington. it was a strip down agreement. he basically is saying we have to come up with some solution to help the majority of american taxpayers while we still avoid coming up with the majority of the details for what was supposed to help us avoid the fiscal cliff. it would ensure tax rates would not go up for 98% of americans, it would also ensure that unemployment benefits would be extended for about 2 million americans who would lose them otherwise if we went over the fiscal cliff. finally, it would work to lay the groundwork for the larger reform. so if we're looking for specific details here, not a whole lot of them. this is coming up with almost an emergency solution. we know that president obama did speak by phone with speaker john boehner yesterday, met at the white house with democrat harry reid. however, publicly what is being said sounds a whole lot like it has over the p

, because it's coming from the direction of hawaii, but still a mid and northern latitude situation. seattle and portland seeing some rain, snow at the higher elevations. if anything is a saving grace, it's a little cooler this go-around, so some of the moisture getting locked up in higher elevations in the form of snow. most of that is well north of san francisco and napa valley. this will sink further south, we'll get another piece of energy later on today that will spin up across the bay area and intensify the rainfall. that's what we will be watching closely. our computer models highlight that. one pulse to the north. another one fills in further to the south. it shouldn't be nearly what we saw last week. the ground is saturated. rivers are swollen. it won't take much to get more in the way of flooding. once we get past that, we are looking at a fairly dry scenario going over the next few days. today is the day. then tomorrow we'll hopefully be breathing a sigh of relief. >>> this morning intense fighting in syria outside the city of aleppo. rebel fighters trapped hundreds of go
